I have a normal weight and eat right. Also, i exercise vigorously for an hour and a half. Don´t eat sugars nor oily foods. But i cant reduce the chin nor cheeks.

You might want to look into incorporating fasting into your routine. Fasting plus exercise can really work wonders….
Put you index finger on your chin and apply a little pressure while opening and closing your mouth. This will reduce neck weight. Also – you could rotate your neck in a slow circle (right, back, left, front). As far as the cheeks I don’t know, but you could rub upwards on them when washing your face, applying lotion, makeup, etc.
maybe botox ,but i think its flab . perhaps a visit to the plastic doctor

Stick your tongue out. I know, it sounds silly and Mom always told you not to. But watch what happens in the mirror. Just be care full who you are facing when you do it.
