Spandex then a leotard over top with brightly coloured leg warmers and sweat bands

You got it, but it was before “Spandex”.
But you totally have the idea.

The correct to your answer is :
* G-String nylon lycra or cotton lycra high cut leotards
* Cycling shorts
* Bright colored or patterned leggings
* L A Gear or Nike or Reebok white basketball boots
* Legwarmers over the boots
* Hair in a ponytail !!
Thats the 80′s look, remember to pull on your cycling shorts first and then pull on the leotard, not the other way round !
