This is a typical problem with bodybuilders, if you have a very high body fat percentage work on that first, if you are skinny, work on that first, if neither, it's up to you. Bodybuilders will often have "bulking" and "cutting" stages to achieve low body fat and maximum muscle mass.
During bulking stages there is a caloric excess with certain macronutrient ratios and many bodybuilders will avoid cardio, only concentrating on putting on muscle mass, at the expense of fat.
During cutting stages bodybuilders reduce this excess fat. There is a caloric deficit and cardio is incorporated, but bodybuilders will still weightlift. You can reduce body fat and get stronger at the same time, but you can't put on muscle mass while reducing body fat.
Choose what you want to do first and set up the appropriate diet. For a diet to reduce body fat, your macronutrient (carbohydrates, fats, protein) ratio should be 40% protein, 30% carbohydrates, and 30% fats (no trans fat though). When putting on muscle mass, your diet should be approximately 40% protein, 40% carbohydrates, and 20% fats.
-Good job on not making the same mistake as most, by trying to reduce body fat while putting on muscle mass. It is physiologically impossible, that is why bodybuilders have 2 separate stages in which they work on getting rid of excess fat and the other for putting on maximum muscle mass.
