build muscle and burn fat at a healthy weight?

I’ve been dieting and fat loss, and I maintain a healthy weight that I am happy, but I still have more fat than I am. Should I save mode (taking less calories than I use) and try to lose more body fat to start to eat more calories and build muscle through strength training, or should I increase my intake of calories and building muscle right now, and assume I will be able to burn more fat than I will stay at about the same weight? Thank you
