Is it too early to start building muscle, if you have little fat on your stomach?

It is not much, but I’m not sure that you want to lose everything before my muscles start building, because I’m so wayy too skinny. I’m pretty skinny, but I have little fat on the abdomen. . . So I will have to tolerate a good amount of muscle fat, so thin that when I lose I will not twig-skinny ass?
