What is an effective weight lifting routine for building muscle? How many sets / reps?

What is an effective weight lifting routine for building muscle? How many sets and repetitions in each set should I do? For example, if I’m lying, I can do 12 repetitions, and little increase in weight of the kit? Or should I use a greater increase in weight per set and do fewer repetitions? If someone can give some tips or advice would be greatly appreciated. Thank you.
